If you trash the turbine housing inside the turbocharger, you wouldn't be rebuilding the unit, you would be replacing it. And, there is a chance that the swarf could enter the engine oil....small chance, but it has happened.
If the harmonic balancer is bad, it can rub off the oil pump housing, trashing that and would have to be replaced. New parts are NLA. You'll have to find a used one.
If it is just the idler pulley for the AC, then you wouldn't be able to use the AC -- with changing climate/higher temps, a bummer.....take off the AC belt and see if the noise goes away. That is the easiest part to try.
