If *both* the light and the gauge show empty, it suggests that the float is legitimately stuck in the sender tube. They are two circuits so sometimes you can get an empty light on a full tank or no light on an empty tank, but in order for that light to be on you pretty much need to have a good connection. If both agree then it's likely the connection is good but the sender is bad. I've junkyarded a couple over the years that have sat for so long with no fuel they end up stuck at the bottom. Sometimes flipping them over and gently tapping on the bottom is enough to free the float. I've read about the float failing and absorbing fuel so it reads low, but I don't see how it could get heavy enough to not move at all.
In any case, if you unplug the connector at the tank the light should go off and (iirc) the gauge should peg at one end, I think full. That will eliminate basically everything but the sender.
