After looking at your picture, I would hazard a guess as to two things: One, it looks as though it is original to the car, i.e. something SAAB put in there. Two, it appears to be some type of thermosensor. Based on these observations, I would not snip it off. It must have some purpose. You're going to need to refer to either the Bentley manual wiring diagram, or the electronic copy of SAAB manual 3.2 found in here:
