I assume before charging you pulled a vacuum on the system to get rid of air and moisture. Also, when AC compressors fail they frequently send debris (metal shards) into the system. You would need to flush out your AC system and replace the drier to get rid of that stuff.
Sounds like the basic problem is electrical. One suspect would be the temperature sensor in the upper coolant hose (you can just jumper across this). Another would be the diode inline with the AC clutch wire if you have a model where the compressor is controlled by the engine computer. It's also possible the low-pressure cutoff switch is bad.
You didn't say what year and model C900 you're working with. As mentioned, on many of them the engine computer also controls the compressor and that can be another source of problems if an internal component fails.
If you are absolutely sure that you have no debris and that there is sufficient oil and refrigerant in the system you can try hot-wiring the compressor AC clutch directly to see if the system otherwise works. However the compressor can be damaged if there is not enough oil circulating or there are metal bits left from the bad compressor, so that approach needs to be used with care.
