The vacuum line you're discussing opens the bypass valve, not the wastegate.
If the fitting is getting blown out of the manifold, you need to replace the rubber grommet. Probably a good idea to replace all of them at the same time. And your vacuum hoses if they're falling off. Both conditions could be dangerous and/or bad for the engine.
