I'd probably be inclined to do it in SoCal, purely from a mechanical perspective - seems like an advantage that in terms of emissions readiness. However, I'd probably let labor rates be the deciding factor as labor in SoCal is no joke. If it's cheaper where you are, that's something. There are a few great Saab shops in SoCal, and of course a booming car culture - I suspect you'd be best served moving the car from paint to interior to mechanical rather than trying to have one shop do everything.
