The collar adds a few millimeters (no more than 3) all around the shaft. Assuming it's completely gone, if you add 3mm of play to the top of the shaft and 3mm of play to the bottom, you get 6mm of total movement. Hardly an inch. Seems like it would have to be something else unless you're exaggerating. Who knows? Maybe it's the spot welds that hold the bearing retainer in, so the bearing has somehow escaped. It seems to me that you could take the knee bolster out and steering column lower housing off and take a peek from the backside with a flashlight. Maybe could even do it with the bolster in.
