As I recall the relay closes pins 30 and 87 when it energizes. You could jumper those pins in the relay socket and see if the compressor engages. This is actually the same relay used in other places, pretty sure the fuel pump and fan relays are the same, maybe others. So another way to test might be to swap it with the fuel pump relay and see if the car runs.
If you look in the Saabnet "Manuals" section you'll find factory manuals, including wiring diagrams, which may help.
