Close. It's for keeping the fuel from going *out* of the tank in an accident - particularly a rollover, in which case the fuel would be resting on the top of the tank and pressure would force the check valve to close. Presumably in the unlikely event that you had a rollover AND the return line was broken, it would keep you and the car from being drenched in gasoline and being set afire. Same goes for the pressure line. That spring-loaded steel ball check valve only opens under high pressure from the pump, not from low pressure of the weight of the fuel on it. They talked this up in some safety brochures if I recall correctly.
First pump I ever changed, I broke the return check valve so I bought another, only to find out it came with no innards. I tried to transfer the innards of the return check valve to the new one but I broke them too, so I left them out. Car will perform fine without them in every case except a rollover crash in which the return line is ruptured. Many contemporary cars to the 900 didn't have this rollover valve, so I felt like I wasn't sacrificing much of my safety without it. If you've got your heart set on a check valve there, though, you can get one from a junkyard NG900 or 9000 as well as late c900.
