You'll want to use "thread sealant" on the lower bolts holding the water pump to the engine housing. Not the same thing as Loctite. It's available at your local auto parts store. I think the stuff I bought was made by Permatex. The bolts you pulled out that were "rusty looking" from exposure to coolant are the ones to clean up with a wire brush and put the sealant on when re-installing.
No need to use anything on the pulley to water pump, just tighten em up.
I use the torque meter in my hand when installing bolts into aluminum. It's that Goldilocks thing...not too little or too much. Hand tight, and then a little extra. Comes from experience...I know that's not a whole lot of help. Someone else may chime in with specifics.
