it needs to have 1/2-inch collar between bolt and pulley. The collar prevents bolt from bottoming in its hole in crankshaft. When collar is omitted, the bolt will tighten, but pulley stays loose. This looseness would allow oil leakage down pulley keyway. In a hundred miles or so, the loose pulley will tear out the woodruff key from its crescent shaped slot in crankshaft, causing an expensive repair. If the crank pulley bolt is the older 30mm hex head, there is no collar needed and no chance of bolt bottoming in the hole.
