The O2 sensor has a pre-heating function and will usually take about two minutes to reach operating temperature if that system fails. There is a fuse in that circuit on the right inner fender. It's a Bosch type fuse in a small black container that you must twist to open. The fuse may be blown or the circuit may be shorted or open so check that.
