Haven't been following TSN as closely lately, so apologies for the delay... Went through this on our 89. Welding is probably the best solution, especially if it is really far gone. That said, I did a fibreglass job on our floors. It held up for a couple years at least until we broke a lower control arm and retired the car as a parts car for the 1993...
You can see all the photos in my 1989 gallery pages, but I basically stripped out all the inner coating, loose/major rust etc, soaked it all in POR15, laid fibreglass patches in using POR15 as the "resin". This is a technique they suggest and I have had good success with fixing minor dogleg holes in the 9-5's. Welding is far more professional, but this was fairly quick and easy where I am not set up for welding. POR15 needs to be top coated with another paint to protect from UV. Truck bedliner or similar rubberized undercoating works well for me - I sprayed the underside of our car with that, and I've used it in the fenders of the 9-5 etc.
