I will say first that I wrote an error on the suggested ECU ending part number --- I mentioned 348 or a wrong number, it is 948 as previously mentioned by others. My bad.
Secondly, I'm a big fan of jimmy's idea of the leak down test. It is not something that is done quickly, though it can be with the right tools and a helper. Getting accurate, repeatable readings is the key, and not changing the test sequencing on cylinder to cylinder. In other words, don't start the process with a warm engine, then get distracted, then start again with the next cylinder with the engine cooled.
All the other things that Saabina mentioned would solve the emissions problem, unless there is a cylinder sealing issue. In other words, all the most perfect ECU, AMM, ignition parts, etc etc will be useless if there is excessive leakage on one or more cylinders.
