Yep, that should hold vacuum. It's a 'spring versus vacuum' diaphragm valve that connects the larger hose to the charcoal can when there is manifold vacuum. The spring closes the valve when manifold vacuum falls off. I've disassembled the valve and fixed a torn diaphragm but it's tricky and the charcoal can get out and make a mess. If the charcoal needs replacing you can use aquarium filter charcoal for that.
