Yes, and I think they had two styles of seat attachment concurrently for a while. The passive belt cars (and maybe all airbag cars) got the newer style mount, with the seat runners bolted down like you said were on later airbag cars. But my car is a non-airbag car. It uses the same seats as an '86 I had, with the mounts to a horizontal brace and the ability to change the angle of the driver's seat using a little clippy thing on the floor. The front carpet goes farther back as well, running under the front seat mounts. I think this style was introduced in '82 or '83 and used all the way through '90 on the base-market non-airbag non-passive-belt cars.
I think earlier than '82 seats might be a totally different style, maybe the same as a 99. That was my question, in case I came across some very early funky '70s style seats like a 99 would have, would they bolt right in to a ->89 non-airbag non-passive-belt c900? Just curious. I will probably take what I can get, in the end, and may end up re-skinning my seat frames.
