If you ever disected a wheel well on a Saab you would know why this always happens. First you have those plastic trim pieces, which I suppose are meant to prevent paint chips on the edge, but ultimately they are a great trap for water and dirt. This causes rust. Also, sandwiched inbetweeen the inner fender and outer fender is some piece of material that is supposed to keep water out. Now that these cars are as old as they are, this piece of material is rotted and allowing water and dirt in between the inner and outer fender. This then causes a lot of rust.
What I am trying to say is that your car is not rotting from the outside in, it is rotting from the inside out. What rust you see is only the tip of the iceburg when you really get down to grinding and prodding the metal to see what the area is like. I actually cut out the bad metal and welded in new pieces, but that ahs started to rot out pretty bad after 2 years - I just can't think of a way to keep the water out from inbetween the inner and outer fenders. Once that seal I mentioned is broken, its a loosing battle.
So if you want to fix it, go ahead and give it a shot, but don't be disappointed if it quickly starts rusting again. Both the inside of the fender and outside must be ground down, primed painted and undercoated to get a long term fix. This is why Saab now sells replacement metal panels that can be welded on. At least you know you have good metal inside and out.
