It can be done, has been done, and is a pain in the ass. The firewall on te 99 literally has to be moved (or bashed in, as some have) to accomodate the H-engine, and I believe you also must swap a lot pulleys and use a single belt on the water pump and alternator. Power steering is out of the question, and A/C is most likely. You also have to make some adjustments to the motor mounts...
My personal opinion on this (note "personal" and "opinion") is that there is no good reason to do this. 99s are *barely* lighter than 900s - 99s weigh in between 2300 (2-door) and 2500 (5-door GLE) pounds, and 900s 2400 (base model 2-door) and 3000 (SPG, or 5-door) pounds. At the low end, there is less than 150 pounds between a 2-door 99 and a 2-door 16v 900. The 900 nets you more interior room, more engine room to crawl around in, and better front suspension geometry, not to mention a better supply of parts (OEM and aftermarket). My advice? Go find a nice 2-door 900S and start there...
If you're dead-set on a 16v 99 project, I'd suggest subscribing to Turbo! (http://www.secret-secret.com/turbo) and ask there - it's a hot topic right now. Also, there was an article in European Car several years ago about a guy who did this - there's a decent overview and some pictures. You might contact them and see if there are back issues of it available.
