Question for the turbo experts.....

Hello,
I have just bought a '84 900 8V turbo with relatively high mileage. The problem is that I only get about 1/8 to 1/4 boost. My Saab mechanic pinched off some hose up near the radiator (I think called wastegate or something??) and we took the car for a drive. All of a sudden the car had as much boost as you needed. What sort of things would I need to look at or have repaired to make the turbo work properly? The mechanic said that this means the actual turbo unit itself is OK, but he doesn't know where to start "looking". I would like to try to fix it myself first. Any help or advice is greatly appreciated.
'84 900 8V T.
