This is common on the early 16 valve Saabs, and is usually caused by a vacuum leak, making the engine run lean. The best thing to do is to replace all the vacuum lines with new ones. It's a fair amount of work, but not difficult. Just take your time with it. This should be done anyway, since the hoses get brittle after a number of years. I'd change the PCV valve, too, and check the AIC valve (Automatic Idle Control). To do a thorough job, you can replace the rubber boots that connect the turbo pipes, since they dry out, too. There are other places where you can leak vacuum, so try to get them all.
You can also turn up the resistance on the air mass meter. The basic setting is 380 ohms, between pins 3 and 6 (they're numbered backwards, with 1 on the right side, and 6 on the left). The car thinks more air is going through, so it makes the mixture richer. I just raised mine to 750 ohms, which helped. To raise the resistance, there's a large flat-head screw on the air mass meter, to the left of the wire harness. Turn it in (clockwise) about 2 turns or so.
On the bright side, as the weather gets colder, the problem gets better, so during the winter, you should be ok.
