I had a similiar problem with my '86 900t a few years ago. When cold there was no power assist until after I was well underway. My fix turned out to be a new power steering rack. It seems to act that way because the seals are cold.In '96 it cost me around $650 for the work plus $50 for the alignment. By the way, I'm currently having swedish autowerks replace that rack too. I've had problems with leaks and when the hose was replaced the system was flushed out and filled with atf. I think the atf ate away at the seals. I didn't have the symptoms you're having now, this time I found all the p/s fluid just dumped all over the floor.:{ I've also had the crank pulley go bad on me too and yes it too squeals when cold but I don't see how that should affect your p/s unless your belts are that loose. I'm told the pump is almost never the problem. Also, if your crank pulley is going bad there'll be a slight oil leak at the pulley. I hope this helps, and remember: stick with p/s fluid for the p/s system no matter what they tell you.
