The synchros aren't big enough to function adequately at a road speed of 10 mph. Just go to neutral and as you roll up to a stop, apply pressure to 1st and it will drop in when ready. If you need to accelerate from 10 mph, start in 2nd and grunt it out for a moment. If you are willing to acquire the finesse of double clutching, you can get into first at 10 mph easily. Make note of the rpms in first at 10 mph as a guide to where you need to be. First is pretty low and redlines at low roadspeed so this is a limitation. Popping out of first means bad shifter adjustment, bad motor mount or worn pinion bearings.
