Hard Brake Pedal - 1991 Convertible

Hi,
Just got my "new" 91 Turbo SE Convertible - Love it! However, the brake peadal is very hard. The pads are about 2 years old with less than 20k miles on them. The fluid is full, no warning lights for ABS or Low Brake Fluid are on (besides at initial startup - they go off immediately as they should). The brake pedal holds pressure and does not "sink" to the floor as you might expect if there is a faulty master cylinder.
What is this hard pedal a symptom of? The car stops well, but I wonder if this is a problem with the Master Cylinder? Does the 900 have a "pressure accumulator" like the "bomb" on older Audi's? Is there a test I can do myself to check the cause?
Any tips would be great. Thanks!
Gavin
