Do the propane test around the valve cover, especially the upper part. If that doesn't indicate a vacuum leak, I'd guess that either the PCV fitting or the check valve (assuming it's a turbo) has a crack.
Talk about an infuriating problem to track down!
On an off chance, see if the throttle position sensor is adjusted properly. If it's adjusted so it indicates closed throttle too soon, it could hold the idle too high. If, when the throttle is closed, you don't get continuity on pins 1 & 2, the TPS is bad and would have the ECU hold the engine speed too high. Its worth the time to check it.
