I can offer you no real help I'm afraid, but only submit there *is* a solution. My '80 900T doesn't have such a problem, even when there is less than a gallon of gas in the tank. It *sounds* like the pre-pump may be failing, but it could be anything. If you think it may be electrical, try running a wire straight from the battery to the fuel pump power and see if the problem goes away. If it does, you can re-wire the fuel pump relay. Otherwise, I'd strongly suggest looking into getting a new fuel pump.
