You'll need to get the brackets, of course, but once you have that, everything is mostly self explanatory.
You'll need to remove the front bumper, to gain proper access, which is a royal pain in my opinion. The front bump is held only by a pair of Allen-head bolts accessible from underneath the car, pointed straight up and down. The hard part is separating the bumper cover from the front bumper extensions, and separating the lower airdam from everything. Best bet is to look very carefully, remove all the screws that look like they hold the bumper cover to something else, label and place them so you don't forget where they went or where they go, then remove the two big bolts. It helps a LOT to have a second person to hold the bumper in place in case you miss a hidden screw - if the bumper falls before it's completely separated, you'll probably rip or tear some of the front end plastic.
Once you've got the bumper off, you *may* need to remove the front skid plate. It isn't necessary, but it is helpful. The two leads for the foglights are tied down under the front crossmember, usually directly under the radiator cooling fans. They will be two grey-colored two-pin plugs. You'll need to free them, and then route them *over* the front crossmember, below the headlights and grille. If you route them under the car (which is easier) you'll risk damaging them should the car bottom out or hit a parking block or curb, which isn't a worthwhile risk.
After that, mount lights to the brackets, and the brackets to the bumper. If you have genuine Saab lights, they'll come with the right connectors. If you don't, you'll need to eithe get some from a parts car or, if you don't have access to one, you can use standard round crimp-on bullet connectors. Not elegant, but they'll work. I'd suggest if you go this route to use a good amount of weatherproof tape to hold the connection together so it doesn't wiggle loose over time.
You'll need to get a foglight relay, which mounts in the labelled position in the fusebox. Very obvious. You'll also need to fish out the switch connector from behind the dash. It's an 8-pin black (of which five or six positions are used) connector (may be another color like grey or orange on a late-model car, I can't remember) and will be located on the left side of the steering wheel, like tie-wrapped to a bulkhead or other harness. You'll need to free it enough to pull it through the opening in the dash. You may be able to get away with removing the seat heater rheostat (on later cars) and the headlight switch to find the connector, but on my '86 900S I had to remove the dash fascia to gain access. It's the only 8-pin connector back there, so there's no chance of grabbing the wrong one. Just plug in the appropriate switch and put it all back together.
IIRC, that's all there is. I've wired in foglights on every Saab I've owned that wasn't equipped, and haven't run into anything unexpected. If you need more guidance, just post back and I'm sure someone else if not myself can fill in the details.
