It's certainly not just sand and use the bumper spray! Since I know some people are interested in doing this, here's the basic procedure.
1. With a scrub pad, use product 39362 to clean the bumpers.
2. Rinse with water and let dry.
*If you have deep scratches which need to be filled in, use flexible poly putty, product 39458. Sand area first, apply putty, let dry, and sand down smooth. Repeat steps 1 & 2.
3. Apply plastic prep 38353 on the bumper. Start at the middle and wipe to each side edge in a oneway motion, do not go back and forth.
4. Let dry
5. Apply flexible bonding spray, product 39863. First a light mist coat, let dry for no more than 10 minutes. Second coat, light to medium. Let dry 10-20 minutes, no longer otherwise you have to do it again.
6. Finally, use bumper paint, two coats, 3-4 minutes between coats.
If you are contemplating repainting your spg panels like I was...this is going to be expensive and time consuming!
