APC solenoid valve

I have recently installed a Turbo & Components "juiced up" turbo after my original took a shit. I have also installed a 3 bar fuel pressure regulator. However, I am only getting base boost (lower end of the yellow zone) on by 97 900 turbo. I tried to shorten the rod on the waste gate valve, however I could not shorten it any more and still get the to reach the arm of the waste gate to resecure the rod to the arm (so I think the rod is a short as I can get it). I remember hearing that a way to test the APC solenoid valve is to put a needle-nose vice-grip on the center tube of the valve. However, I can't remember what result meant the valve was bad. I have clamped on the needle-nose vice-grip and now am getting into the red. Is it okay to run the turbo in the red sometimes? Can I safely increase the boost without spending much cash. Do I need a new APC soleniod valve? Can I put a clamp on the hose and keep running the turbo into the middle of the red zone on the gauge (occasionally) without screwing myself over? Any advice is greatly appreciated.
