I use 1-1/4 inch nuts from the hardware store as a substitute for the tool. In the past I've used 3/4" oak for the spacers. Other people use wheel bolts or stacks of washers taped together.
I replaced the boots on my '89 a few weeks ago. You can just get away with swinging the lower balljoint out from the control arm completely, sliding out the upper a bit, and cranking the wheel so it's all the way in towards the rear of the car.
