As suspected, the APC is not working. This is referred to as "base boost". Not sure about the noise you are hearing but it could be detonation...sounds from under the hood often seem to come from other places. In any case, I would not recommend driving the car this way. There is a potential for engine damage since the APC system is not online to protect it and base boost is set too high. I recommend returning the wastegate arm to where it was originally. Then troubleshoot APC. When you have fixed it, boost should go to the top of the yellow zone in third gear.

If you do not have a Bentley manual now is the time, it is the bible of SAAB repair. Don't bother with the Haynes - it is practically useless. You will need the troubleshooting steps and illustrations in Bentley that show the component locations. It is not difficult, if you can set the wastegate arm and disconnect the solenoid you can do it. Checking and cleaning the connections on everything is a good first step. Also check all vacuum lines in the engine very carefully. It is common for a bad electric connection or busted vacuum line to cause base boost. You may need a voltmeter or test light to do continuity tests.

On my 84T, base boost was caused by a faulty connection to the knock sensor. It is bolted to the engine block under the intake manifold between cylinders 2+3. Thats a good simple place to start. Also check the connection to the APC computer. It's a grey plastic box under the left side of the back seat with a big connector. Good luck.
