In general, lower sidewalls are stiffer. This translates into better handling. However, a surprising amount of shock damping is in the sidewall - the less sidewall, the more you'll feel bumps.
That's the general take on sidewall height - lower means more performance and more road harshness. However, different tires may have different sidewall construction, so it makes comparison harder.
Also remember that for the same tread width (195), a 60 series tire is smaller in diameter than the 65. A 195/60 is 0.77 inches smaller in diameter than a 195/65, which is 3%. This effectively changes your gear ratio by 3% - better acceleration, lower top end. 3% more revs at a given speed, which will impact gas mileage. It will also give you a 3% speedo error.
