If the pictogram shows red light symbols to the right of the car outline when the brake pedal is depressed, one (or both) brake light bulbs are defective. The system is designed to show when a bulb is burned out. It works by detecting the current flowing through both of the bulbs. Unfortunately, it is VERY common for someone to replace the bulbs with ones that are standard US resistance. When that happens, the fault circuit is tripped in much the same way as detecting a burned out bulb, even though the bulbs light up during normal operation.
If that is the case, go to an auto supply house and look up the correct bulbs (it is a good idea to replace both sides because the circuit cannot point to an individual bulb, only front to rear pairs). While you have the blub holder plate off, also check the other bulbs. GENERALLY, (i.e., this is not conclusive evidence)the US bulbs have a brass colored base and the European rated bulbs (usually Phillips or Sylvania/OSHRAM) have silver-colored bases. It's a good idea to make sure they are all correct because the US style bulbs burn hotter and can melt the plastic surrounding them.
