are two good ideas. I was in your position 2 years ago, when my friend asked if I was planning to air condition the garage. On 95 degree days, it is hot in there, no matter what. And in the winter, inside at 32 degrees is better than outside, but not nearly as good as 55 or 65. Even heated, that slab is cold, so insulate around the edges, and put tubes in the floor. Hot and cold water, for cleanup. A drain in the floor, for washing the car, and wet sanding the body. Other stuff: your local library or bookstore has a book on building a garage: Ultimate auto workshop design and planning, David Jacobs, Jr.,MBI Publishing, ISBN 0-7603-0213-8. Ceiling lights are obscured by open overhead garage doors. I haven't done it, but I'd consider some type of wall lighting, low on the walls, just high enough that you aren't looking into it while on your back under the car.
About the wife issues: Sounds like she benefits, too, so maybe that's not an issue.
