Lose steering column adjustment

For some time, the lever that's supposed to tighten the steering column on my 88 9000T hasn't worked very well. When I stop abruptly, the steering wheel just collapses to its shortest position.
I'm not very technical, but is there a simple way to tighten this so it doesn't collapse?
