Is my turbo functioning properly or not? Confused (long

OK. I've never owned a turbo car that being said, I am starting to wonder if I really do have a boost problem or if the amount of info on these boards is just turning me into a saab-o-condriac?
details - I own a NA 91 9K-s and fairly recently got a 92 9KT (hence the confusion). My 92 seems to spool up fairly quickly, gets decent boost into the red, BUT it doesn't hold boost AT ALL between shifts, I mean, it goes back to no boost the second I put my foot on the clutch. From all the reading I have done on here, I surmised that it must be the wastegate actuator or the BPC. I recently installed a couple helper springs on the wastegate actuator and my car seems to boost a bit faster and higher (still seems within safe limits), but again...no boost in between gear changes. I was under the impression that it would hold some boost. Am I wrong? ( a recent reply to previous post of mine makes me think so) or is it supposed to drop all the way back to white (my guage has the white, yellow, dashed red, red outlay), which I assume is base boost and then just spool up again?
confused.
btw, thanks to previous posters who have replied to my wastegate question. Someday soon, I will hopefully be able to do the same.
