After about '94 or '95, the gauge "lies" to you to keep your stress levels down (obviously not working in your case). For the normal range of operating temperatures, the gauge shows around 7:00. The system knows what is reasonable and what is not based on what else is going on.
If the system decides that the engine is overheating, then the gauge will quickly rise towards the red zone.
The gauges on my '95 and both my '96s behave this way. I put my Aero (up around 300hp) on a dyno and the needle didn't budge throughout the session. On a friend's '91 on the same day, the needle quickly rose to just under the red and hovered around there for the rest of the session.
