I assume the temperature is in F. So that means it's freezing outside. Which in turn means your AC is not supposed to cut in even when the ACC is on auto. So yes, as long as it's that cold, your compressor won't turn anyway. The relay should not be energized because the anti-frost switch (on top of the evap box in the aquarium) will prevent that.
I think you need somewhere a place warmer, and then do the test Stefano suggests. Make sure you get 12V to the relay. If possible, swap the relay for a known good one. the relay is the point where the ACC system and your injection ecu 'come together'.
