I've experimented with suspension on several different 9000s.
I find that in stock trim the CS and CSE models understeer very badly. The Aeros are lowered slightly and also have the weight bias shifted such that they understeer quite a bit less.
If it were mine, I would probably start with the SAS sway bars. They're cheap and easy to install. The wishbone bushings need to be changed, as the stiffer sway bars will anihilate the stock busings, which are probably shot already anyway.
I have a 95 Aero set up this way and it's pretty good.
