I contacted Valvoline some time ago about this.
It isn't anything out of the ordinary. You are referring to Valvoline "Syntec" DOT-4, I assume. It is a glycol based DOT 4 brake fluid, much like Castrol LMA and Prestone DOT-4. It is fine to use. The biggest advantage is you can find it in stores that don't carry the Castrol. Sometimes it costs less, or is available in the quart size bottle when Castrol isn't. They call it "Syntec" because that's their trade name for the higher quality automotive lubricants - the synthentic oil and grease, power steering fluid, etc. Being DOT-4, not DOT-3, it fits in with that marketing scheme.
For a fancy fluid, track down ATE "Super Blue" or "Motul" fluids. I don't know if they're any better or not, but they cost more...
