Mysterious power cut-out while passing, '94 9kCSE??

I was driving back from CO to AZ last night and experienced something odd with my '94 9KCSE (117K miles). I was driving about 60mph and decided to pass a car in front of me. It was a very slight downhill.....I stomped on the gas to pass and suddently my car 'balked' for a second (kind of a power cut-out), I quickly let off the gas, and then lightly stepped on it again and had no problem passing.
This has happened to me a couple of other times--each time it seems to happen at odd times. Could this be a fuel cut-out of some kind? But why? The only modification I've done is a 3" JT turbo-back exhaust.
Why is my car doing this? Is there something I can do to fix it? Everything is running well (new NGK plugs, good DI, many new sensors, new vac lines). The only other odd thing I can think of is my boost needle likes to fluctuate a lot under boost. up-down-up-down. It doesn't seem to matter if I'm in the yellow or red.
Anyway, any thoughts on this?
