This phenomenon is usually associated with a bad turbo bypass aka 'hooter' valve.
Best way to test: take off the vacuum hose from the safety valve above the driver side front wheel. The one with the three vacuum hoses on it. One goes to the turbo bypass valve. Take that off. It should hold a vacuum when being sucked.
Other things: 94 aero. With TCS? In that case it is always a good idea to take off the main airhose and clean the electronic throttle body. If no TCS, you might as well clean the Idle air control valve that is located on the rear side of the block. Buy a can of carburettor cleaner.
