This will not happen within the same gear ratio. Of course we are assuming that tire size is constant... clutch and tires are not slipping.
Speed of car = RPM * ( Tire Circumference/Final Gear Ratio )
If Tire Circumference and Final Gear Ratio are fixed (you stay in the same gear and clutch is not slipping), RPM is linearly related to Speed of Car. Therefore, the *increase* (slope) in Speed of Car with a constant *increase* in RPM, is constant.
Drag only helps you decide whether you reach that RPM or not. With sufficient drag, a car cannot accelerate to redline in topgear. But the speed of the car at any rpm is fixed - the question of it reaching there or not is not fixed.
