turbos use exhaust gas to spin a turbine and force more pressure into the cylinders. when you let your foot off the gas, the cylinders don't need to compress, because your engine is not driving the car. if you didn't have a blow-off valve (which i believe is controlled by the APC), the turbo would try to spin more pressure into the cylinder chambers, but there would be no need for the extra boost, and your engine could be damaged. so the valve opens to "blow out" all the pressure that the turbo generated that WOULD have been used to boost the engine pressure, if you had kept your foot on the gas. a wonderful invention.
