Inner Tierod Boot issues - a little advice

Hi all,
I am doing lots of little stuff to my '89 9kS over the next few days. I'm about to embark on a 10 day trip to the Black Hills and Yellowstone.
Last night I was installing a new lower balljoint (replacing crappy, short-lived aftermarket with Saab OE) and noticed that the inner tierod boot is ripping at the outermost ring right before it clamps to the tierod.
So, three questions:
1. Can I temporarily zip-tie the boot a little farther in until I get back from my trip?
2. Do I have to remove the outer tierod from the inner tierod to get the new boot on, or can I just pop the outer off the steering knuckle and fit it over? I don't want to get an alignment if I don't have to.
3. What can I do to make sure the inner tie-rod is cleaned of any debris and dirt that might have gotten in? I just replaced the rack three years ago and I don't want to do THAT again.
