First, O2 sensors do not put out enough current to register on an analog meter. The analog meter will load down the O2 sensor. Digital meters "sense" the voltage, analog meters actually use some electricity to get a reading. As to the low and/or negative reading I would first look at grounds. A O2 sensor, by its design, cannot put out a negative voltage. A bad ground can make you read a negative voltge which is actually a positive voltage not being measured right. (the negative is coming from some other system in the car)
If your real problem is a low O2 voltage or other symptoms of a lean condition, I'd first look for a air or vacume leak. Remember, an air leak in the exhaust system before the O2 sensor can make the computer think the car is running at the wrong mixture.
