I've removed these bolts several times for various reasons, so mine are certainly not seized. However, I've always found that hammering outward on the bolts is the fastest and easiest way to get them out. I usually use a 8" long 1/4"-width socket extension and place the tip of the extension on the center of the bolt tip to avoid marring the threads.
However, since you have new nuts and bolts, you might try theading the old nut on to the end of the bolt and hitting it directly with a hammer.
On the passenger side, I always remove the end of the panhard rod (the long rod connected diagonally between the rear axle and the body) from the axle and prop it up out of the way for easier access to the passenger side shock bolt. Again, the panhard rod bolt is far easier to remove (once the nut is off) if you carefully hammer it out.
I also always disconnect the sway bar from the inner bushings (leaving nothing holding it to the car) because this greatly simplifies inserting the shock bolts through the sway bar bushings during reassembly.
I've also found that the shock nuts frequently need retightening after a few weeks after everything settles into place. If you hear any sqeaking or rattling from the rear then you might try this.
