When the ACC tells the A/C to come on it first sends a signal to the engine computer to slightly raise the idle RPM. This is anticipation of the load of the A/C. First, is your A/C operating properly? I know that when I had a freon leak and the charge got low the engine reved higher at idle from not having the load. Also, when you cleaned the throttle body, did you clean the IAC? A gummed up or sticking IAC is always my first guess for idle speed problems.
