It's the Crankshaft Position Sensor..Have been pull my hair out on the same problem on a 1992 Griffin 2.3L turbo autotransmission. Have all the factory manuals and wiring diagrams-"a bunch of useless crap",have never seen so many errors in Saab literature(been a Saab Owner since 2-stroke days).
The simple solution is..........
If the tach does not bounce(the CPS is dead) no amount of testing it in place can determine if it's bad and the fuel pump relay won't be pulled in either.NOW the bad news a CPS is allmost $300 at the dealer.
The device is a Hall Effect sensor made here in the USA by Microswitch it's marked with their part #3AV51E followed below by a date code.
It looks to be a very common device package,because it has molded in holes to be screwed down to a plate,not being used in the Saab mounting system.It could be used in a distributor as a pickup in an other brand or brands.
It's very common for hall effect sensors to become thermal sensitive as they age in other brand where they are used as pickups in distributors.
The only difference between the CPS in a 900 and a 9000 is the connector termination. In i used a used 900 part and cut and spliced in the wires above the crankshaft pulley in the 9000,because to change it out in a 9000 the alternator has to be removed to pass the new connector by it-a pain.And beside i am a cheep bastard and refuse to pay $300 for a $20 device.Did the exchange in under 2 hours cutting the wires.

I have spent over 30 Hrs tracing and swapping parts because i could not belive it was the CPS and there is no good test to determine if it's good. Now I am a cheep bastard and a IDIOT besides,but won't make that mistake again...........
