I don't think the systems are on the same fuse. However, it would be helpful for you to tell us the year and model. It's obviously a newer model, because it has the release on the door. But more info helps.
As to the cord, I think that is the emergency release for the gas filler cover, so you can still fuel up if the actuator fails.
I assume you have a hatchback. If so, fold down the rear seats. You will need to remove the fabric covered panel on the back of the hatch. There are 5 (6?) black plastic fasteners right at the base of the window. Turn them 1/4 turn, then pop them out. Use a torx driver to remove the two torx bolts that hold the pull-down lever in place (low on the door, inside). Take a putty knife, and put it between the panel and hatch. The panel is held in place by snap-fit plastic fasteners. You want to pull the panel straight out, away from the hatch. Start at one end so you can get an edge out, then pull away.
The latch mechanism will stare you in the face. Simply lift up on the rod going to the latch, and the hatch will open.
As to the problem, it could be a fuse, but not likely. I assume that you've checked the fuses in the fuse box. Don't assume all the problems are related, just because the happened around the same time. As gavin has said, the Electrical Supplement manual for your year would come in handy.
