When the emergency brake doesn't work, 90% of the time it is because the adjuster on the caliper is frozen. Jack up the car, take the wheel off, and see if the cable moves when you move the handle. If it moves then it is not a cable problem.
To answer your question, though, it is not that hard to replace the cable, You do have to lift up the rear carpet behind the front seats on the right side, which is kind of a pain. Push the cable through the grommet in the floor and then route it to the appropriate caliper.
